The level scaling?. I'm not sure how it would, since those wishing to take on old content, will no lonegr have to do half of a zone, then skip to another old zone, only to have half of it worked on because they out leveled said zone. The new content won't be hampered by old world scaling afaik.

It's totally up to those wanting to roll an allied race and leveling them up from 20-90, because after 90, the scaling stops and regular leveling takes over. We will also have the option to join classic servers, for old style vanilla progression (which means half a zone or sometimes skipping another entirely).

Well, considering that levels 100-110 already have scaling, I don't see how they would have just 90-100 not have scaling.

And the Classic servers will (hopefully) have a much slower rate of levelling.  The current speed of levelling is the primary reason that we don't see all content, because we out-level an area well before the quests have been completed.
