Developers a lot of times announce games they have absolutely no work done for whatsoever. Other than they plan to work on the title. How long have we seen Halo 3 on the 360 release list? Or MGS4 for the PS3? They put those up on the release list before they really even started doing a single bit of development work for the games.
*If* they do start announcing more games then like I said, likely you will see them being announced for 2008 or even 2009 depending on each developers development times. By then I believe the shine is gone and you see a lot of cancellations of games.
If they are games which are not going to be released before E3 2007 every developer will hold out to announce them at E3 2007 ... That's how it works ...
You (as a marketing drone) know that at E3 is your only opportunity in a year to announce a game to the dedicated gaming press and the general media at the same time ... You spend hundreds of thousands of dollars (or even millions) producing a booth and giving away swag in order to attract attention ... If you announce your game before E3 you get a 40 word summary "Game A looks like it is improving nicely" rather than a page long feature ...
