Given that PS4 to PS3 is 8x (or 10x, according to Sony), if we go by that and 4K, PS5 would need to be at least in 15TFLOPs range...personally I'd consider that sort of minimum for 2020 console.

8x is on paper, comparing FLOPS  - 10x is Sony's executive in one of the post shows after PS4 reveal - can't remember which one, it was really long time ago. But it makes sense, given that GCN is way more advanced than nVidia's 7800 which was in PS3.

So, with 8x on paper for 9th gen as well, it should be around 15TFLOPS - with a caveat that this time it will be 4x more pixels instead of 2.25x

Technically, yes. Compared to Xbox, as most powerful console of that gen, around 10x.
