I've read a bit more about it and apparently what will have the most performance impact is something called VMProtect. Basically another anti piracy measure on top of Denuvo. It basically virtulizes the code to obfuscate it. Adding another overhead to every cycle in an already CPU intensive game sounds like a really bad idea.

So the game has UPlay, Denuvo, maybe Steam if you buy it from that store and another DRM feature on top of all of that...

Man, without all that extra stuff, the pirated version of the game should be able to run even on an old Core 2 Duo processor!

My Core 2 Quad rig would handle this game just fine. - I don't imagine disabling 2 cores would do it any favors though. D:

I doubt Steam and Uplay add anything to the CPU overhead.

Actually they do have CPU and Memory overhead, but it really depends on what part of the app you are looking at.
If you have it on a page with any animations and so on are cycling, then they could take a chunk of CPU time away.

Of course on more modern systems the CPU time they gobble up is inconsequential next to how powerful a modern  CPU is these days.
But on an older chip that is going to be pegged at 100%, then every little bit helps.
