so... they are reported then... just not to the authorities who are actually in a position to do something about these reports
secondly there really is not a way therefore ( since they are self reported ) to verify the validity of the claims to begin with
and the point i'm trying to make is this - in these matters it all has to come down to evidence and the reporting of that evidence
sure as a consequence many cases will slip through the cracks because the nature of these incidents is that they generally happen in 1 on 1 settings in private, but that is the reality of living in a free society where people are free to make whatever choices they want to do
