That story doesn't make sense.  I could have sworn he was forced to sign the sanctions bill into law.  He had to because he would have faced an override on the veto and it would make him look like a little bitch that he is.  The only thing I can think of is if he did a signing statement like Bush Jr did with the torture bill (I am signing this bill but I don't believe I need to follow it, aka I'm above the law).
