Really? UEFA and CONMEBOL can make strong cases that their teams are more watchable and therefore bring in more money for broadcasting rights of the World Cup.

It's all about money. FIFA expands the size of the World Cup because they know they can't cut down on spots of the most important federations, but at the same time they want to harvest more money from the African and Asian markets. The same procedure as when they increased from 24 to 32 teams.

That's exactly what I was saying. They expanded the World Cup to get more African and Asian teams without losing Europeean and South American representaton. I highly doubt Bosnia and Peru would bring in more viewers than China.
