The outcry about the lack of dynamic time of day is a strange one to me. I can understand how it would somehow affect the enjoyment of 24 hours race events, or long racing events that lasts a few hours. But for the usual standard races? The passage of time is mostly inconcequential. That you don't get to see the sun go from its 1:10pm position to its 1:40pm position really isn't a game breaker.
I'd say the removal of dynamic weather is unfortunate, but again, you can set whatever weather you want to race on. And maybe even have it be randomly chosen for you? In any case, we'll see how the game turns out when it becomes playable tomorrow.
Besides, Kaz said that the game will grow over time. With new features coming down the line. I doubt they'll manage to incorporate those dynamic features, since they're hardware heavy, but who knows? In any case, both games set to achieve something different. But have their distinct "personalities". And that's good!

The fun of dynamic time is to speed it up ofcourse. A 30 lap race on Sinclair pass with dynamic weather in DC is an epic event, starting at 5pm game time, race through the night into the morning with accelerated time. Same in GT5 on the Nurburgring, just not as pretty, and so frigging dark at night. Dynamic time and weather is what I miss most in DC VR. No point in doing long races when conditions stay the same. And for sims that means pit stops become pointless as well.
I know the focus is on shorter competitive races this time, but sometimes I enjoy an epic hour or longer race while adjusting to changing conditions.

I agree that doing a long overnight race is awesome, but pit stops definitely still matter. Tire wear and fuel consumption.
