The outcry about the lack of dynamic time of day is a strange one to me. I can understand how it would somehow affect the enjoyment of 24 hours race events, or long racing events that lasts a few hours. But for the usual standard races? The passage of time is mostly inconcequential. That you don't get to see the sun go from its 1:10pm position to its 1:40pm position really isn't a game breaker. 
I'd say the removal of dynamic weather is unfortunate, but again, you can set whatever weather you want to race on. And maybe even have it be randomly chosen for you? In any case, we'll see how the game turns out when it becomes playable tomorrow.
Besides, Kaz said that the game will grow over time. With new features coming down the line. I doubt they'll manage to incorporate those dynamic features, since they're hardware heavy, but who knows? In any case, both games set to achieve something different. But have their distinct "personalities". And that's good!
