Over sensitive much? How is stating there must be a limit to how liberal you can be a nonsense dig? I think quite a few people in this thread would consider themselves on the left or liberal and they are disgusted by it. If anyone is taking a nonsense dig at someone, it's you.

Honestly, I think you may have found the answer. I know it's a horrible thought and conspiratorial, but what other answer is there? The one they gave rings hollow, since people with HIV weren't pariahs and the former law didn't apply to them if they unknowingly passed the disease. It specifically targets the sick fuckers who want to harm others by purposefully giving them HIV without their knowledge, which if not caught in time would be death sentence.
