I would rather "Wait for Full Game".

That's if we're talking about good, high-quality, story-based DLC. Waiting for the full game should mean that all DLC is there, ready to play.

I say this because my experience with waiting for Fallout: New Vegas DLC really pissed me off. I'd just finished the game, which I loved, and I was ready for more--until I found out that Microsoft's timed exclusivity deal on the Dead Money DLC was ONLY for Xbox. PC owners had to wait just like Playstation owners.

That meant that by the time the DLC came out, I had already moved on to another game. I would have bought the DLC at full price immediately but, instead, I waited until I replayed New Vegas much later and picked up all the DLC at a steep discount in the Xmas Sale.
