Nope, you are wrong. You got to play what you payed for. Downloadable skins and expansions are not what you spent 60$ on. You spent it on the base game.

Yeah, except there are weapons and a map and at least one mission locked out of the vanilla game you pay $60 for that wasn't made available until a year later :) Hope that helps, or maybe you're being deliberately obtuse, idk.

Also my post you quoted literally says shadiest DLC deal. So yeah, even expansions and DLC is included, hence... shadiest DLC deal. Again, hope that helps.
