Valve have given theirs for free before in the past, they even have two of their games that are F2P, those being TF2 and DOTA 2.
The season pass being free doesn't really do much, considering that the multiplayer base for that season pass is next to nothing, I already gave you my account of playing with the season pass before. Steamworld dig is basically £6 on Steam, which is pretty damn low for a game from 2013.
I don't consider OA to give out "free gamesd", because it means I have to pay a fee in order to access the vault. Their "on the house" program (which Valve doesn't have to name, nor do any other devs that give out titles for free) is perfectly fine and really that should cover the rest of the vault instead.
