It's a poor excuse. it is missing something trival that isn't even meaningful to the game.

The effort is there for the game.

 

Not sure about efforrt, everything I have read about the Switch version is that EA basically did what they have done in the past with Nintendo and other handheld ports, updated a previous year's game with a current roster and shipped it. If it was just missing the story mode, people would be ok, this game is basically a previous year (some say a previous generation in fact) sports game shipping at full price.
