Not at all. PS2 launched in fall 2000 (except for Japan which got it in spring). Dreamcast was on the market for a whopping four months of the PS2's life cycle and was announced to be discontinued Jan 31st 2001. By the time the PS2 hit western audiences the Dreamcast was already on it's last legs. There was an internal Sega meeting in fall 2000 about what to do with the failing DC. The meeting ended with the heads of Sega agreeing to drop out of the hardware bussiness. Don't get me wrong. Dreamcast was intended to compete with PS2 and Gamecube, but it never even got the chance.
