Pretty big issue with that, ie. library is subjective and the cheapest console has done pretty poorly before (IIRC Sega were cheapest with Dreamcast yet did atrociously). Library is certainly a factor, but due to its subjectivity it's not a definitive factor.

Dreamcast wasn't the cheapest console when it launched in 1999. That honor belonged to the original Playstation. If anything the Dreamcast was an expensive mid-gen system.
