Expected. I wont be surprised if EA started dropping everything that's suppose to come out to the Switch.

This was always going to be an issue with 3rd party "multiplat" games and the Switch; Is it worth it for companies to spend extra time and money on a system with a much lower install base to get an even lower of sales?

Was this version, released in 2013 on a 13 year old system, worth EA's time and money to port onto almost 2 gen old technology?

And by your "lower install base" logic, no new consoles should ever receive 3rd party games during their launch year.

Maybe this is new info for you (regards to FIFA 14 on PS2):
1) While we're get the latest consoles other countries are finally getting last gen consoles or older so maybe PS2 was building a lot of sales from those countries around the time that was launched.
2) ..and likely those countries love soccer as it's probably their national sport too.

So in a sense, yes it definitely could've been worth EA's time and money. And seeing as PS2 is old technology it probably wasn't all that hard to.  We dont have PS2 numbers for FIFA 14 but i wouldn't be surprised if it sold more than FIFA18 on Switch.

.....

To clarify my 'logic', I'm actually basing it off the fact that the Switch launched when there's already a combined +80M install base of PS4/XB1.  So ya I think it makes sense if you really think about it in a business stand point.
