You also have to understand that most, if not everything, that has been added post-game is secondary for Tabata. He understands the main core component of the story is done; all he's doing now is adding supplementary experience, on his own words:
According to Tabata-san, the game released last year is what is considered “the main story,” while the character DLCs are a supplementary experience.
That being said, Tabata-san also mentioned that the team got a sense of what users want to see as future character DLCs thanks to a survey done in the spring. While they can’t do all of them, they definitely want to look into the possibility of creating character DLCs for the characters that are most highly requested.
FFXV's main story is basically complete in his eyes, and aside from adding the Kingsglaive sequences and some other thingy (like that strange reupdate of Ardyn/Noctis sequence in Chapter 13 which wasn't like that originally), Tabata does consider FFXV's story to be complete. He's expanding the universe, merely, which is why I know he won't adress any of the story's internal issues at this point, and why we get a "bestiary" with supplementary information instead of useful shit.
