Agreed. Unless you are dealing with someone who doesnt care what you say or do and is intent on doing whatever they please. More Nukes means more threats. With a single person like Kim having the ability to just start shooting them at whoever he wants it puts everyone at risk. WHo is to say that he doesnt get the ability to launch nukes into the atmosphere and detonate more than one at a time? What would happen with a global scale EMP? He would be fine, the rest of the world would be in trouble.
