To be fair, Atlus kind of walked into getting their game pirated by releasing it on a console that was nearly ten years old. Ten years is long enough to wait before releasing an emulator for a console. CEMU on the other hand was a blatant attempt to undermine and steal from Nintendo.
Persona 5 won't be coming to PC in any official capacity for a very long time. Atlus doesn't really have a history of releasing their games on PC, other than Catherine and a PS1 Persona game.
