If Ultra Street Fighter II on Switch sold 8,000 units in its first week, no matter the circumstances, Capcom would probably not make another game for Switch again and people would accept that. That is not even considering sales expectations or install base of each platform. Nor it is taking into account that their two previous PS4 titles also failed to meet sales expectations...
I also believe Capcom is using the profits they make on their Switch efforts (minimum effort, max price, big profit margins) to fund PS4/XBOX One titles. Capcom needs to get it together today. They cannot afford to make any more mistakes. Monster Hunter World is what it is right now but going forward, I fully expect to see Switch titles left and right and PS4 support scaled back. I mean, if it were the other way around, people would expect the Switch support scaled (see: pulled entirely) back and PS4 support boosted.
