I think all three Bioshock games are great, but not excellent or masterful games. In the 8 - 8.5 / 10 range.
The first one is viewed as a masterpiece, but I don't think the gameplay is better than solid and the "moment" didn't impact me at all, because you didn't have any choice but to do what you're told to as the player, and the silent protagonist. The atmosphere and some story moments were brilliant though.
I think 2 was also great but was disregarded in the first place because it wasn't developed by Irrational and Ken Levine and it was too samey to the first one. I would say if 2 came before 1, the perception of both would be also swapped.
Infinite felt really fresh setting and story wise, but I think gameplay wise it wasn't even as good as the other two. A lot of gameplay elements that were shown on trailers were scrapped and somehow the reviewers were way too overhyped and gave the game an absolutely overblown metascore that in the end dissappointed most gamers and left a worse impression than the game deserves.
