we have 2 votes, one for a regional representative and a second one for one of the political parties - ~50% of the seats in the parliament (Bundestag) are these regional representatives, the rest are distributed among the parties accoding to the result of the 2nd vote (only parties that get 5+%, those with less than that are excluded)
and then parties form coalitions to get >50% of the seats/votes (it's very rare that a single party reaches that alone) in the Bundestag to govern the country/elect the Kanzler (chancellor)
