It's a bit complicated - in essence, people vote for a party, first - this is taken as a proportional representation of parties in parliament. They also get a vote on the person who is to represent their area in parliament. Half of the parliament is filled with these individuals, the other half of the seats are given to the different parties (who choose the people that will be seated) as to make it as proportional as possible. As there are rarely majorities (due to the proportional representation), the government is usually formed by a coalition. And in the end, they cermonially give the position of Chancellor back to Merkel.
