Both, the Czech Republic and Turkey, have a goal difference of 2:3. So in case of a tie in their final match, does that mean it will come down to drawing of lots?

Czech made 2 goals got two goals against them so their goal saldo = 0

Turkey made 2 goals got three goals against them so their goal saldo = -1.

=p Or doesn't it work that way?

Czech: 1-0 first game, 1-3 second game, total 2-3.

Turkey: 0-2 first game, 2-1 second game, total 2-3.

I wonder why uefa.com hasn't made a list of tie breakers for the group phase of Euro 08. But usually drawing of lots would be the last tie breaker in a tournament like this.

I am not sure but I think that the results among the teams involved in the promortion only will count so any goals against the Swiss won´t count since they are out of the tournament. Something like that.
