Not to mention that laws for civil rights for minorities were passed without a democratic vote only made racists more hostile and bitter and that's been penting up for years. And the laws of 50 years ago also have little to do with the distribution of races on prison.

Another hint, in Brazil same person for census on prison is considered black and university white.

Another hint, I'm not from Brazil, so I really can't assess on the socio-economics of your country that leads to that kind of division. Just as not being from the USA clouds your view on issues here.
