At the time, definitely the PS1. The music, the controller, the cgi, the quantity. Couldn't be beat.
Now? Probably the N64. It just had more multiplayer games and timeless classics. It's close, though. Those 2D games on PS1 are still great and there are a few games that still good despite the crude polygons (Intelligent Qube, Incredible Crisis, Parrapa).
