Different games doesn't mean they won't compete, I also don't think they started work on it later I reckon both games were started on at the same time when Bethesda were introduced to the Switch hence why they already have a working custom build version of Id Tech 6 up and running for the Switch with in the platforms first 10 months.
Imo Bethesda has made a calculated move here as they're anticipating developers like EA and Activision to not make a serious attempt on the platform meaning the is a potential to enjoy good success if they secure the spot in the userbase for them to provide to the Switch what Turok and Goldeneye provided to the N64.
