Well there aren't that many female fighters designed by Toriyama.
Aside from #18 there was pretty much only Videl and Chi Chi. And the latter didn't really fight anyone.

There's the filler character Zangya they could use.



And from Super they could use Caulifla and Kale.
But it's pretty slim pickings I think. Perhaps they'll find ways to add some non-martial artists like Mai and Lunch, but I doubt it.

I think they are going to be more focused on the roaster and use more iconic characters. I mean in that case they could also use the Snake Queen or go crazy with Bulma but I can't see those ever happening.

Realistically two very good choices would be Chi-Chi who was a bad ass in Dragon Ball and Videl who is one of the most skilled human fighters outside of Krillian, Tien, Yamcha, and Master Roshi. She's not a Chi-Chi's level but she's got potential. It seems that Akira Toriyama weakens his women once they get pregnant. This is is true with EVERY female in the Dragon Ball universe and Android 18 is the #1 example of that. While I haven't seen Dragon Ball Super but after what I heard about how he treated Android 18 next to Android 17 I'm kinda of pissed off. 18 > 17 anytime any day out of the twin Androids.

Honestly I'd love to see characters like Master Roshi, Chi-Chi, and other classics take the spot light in a DBZ fighting game. I'm so excited for this game suddenly and that last DBZ fighting games I truly loved were the first two Budokai games and debatably one of the best "Super Sonic Warriors" which captures the feel and look of true DBZ combat unlike the console fighting games.
