I'll try to break it down.
Zenimax is the parent company of Bethesda Softworks, Bethesda Game Studios, Arkane Studios, iD Software, and MachineGames.
Since Bethesda Softworks is specifically a publishing house, Zenimax uses them to publish all their games including games not developed by Bethesda. It seems as if all big releases from Zenimax are published through Bethesda. This makes a lot of sense as it essentially allows for free marketing on their part. "Hey look, Bethesda is part of this game".
But when it comes to development, that's where the seperate entities come into play.
Bethesda Game Studios developed The Elder Scrolls, and Fallout 3 and 4 (New Vegas was Obsidian)
MachineGames developed Wolfeinstein The New Order, Wolfeinstein The Old Blood, and Wolfeinstein II : The New Colossus
Arkane Studios developed Dishonored and Prey
iD Software developed Doom and currently Quake Champions.
