Vulkan (and DX 12)  is only relevant for PCs, because the current APIs have a high overhead. As consoles are designed from scratch, they always use custom APIs with low overhead.

The PS3 was OGL compatible and the Xbox consoles are DX12 compatible, but using this APIs is just an options that won't be used by demanding games. We can assume that Switch does the same.

These APIs have a similar syntax and are designed to make porting easier, so that's why the game is on the Switch.
