There was a PS3 price drop before the PS3 even launched. Sony did that after determining the excitement level for the PS3 in Japan.
Maybe PS2 software sales are pretty good because there are 22 million PS2s in Japan. But right now, the number one choice for consoles in Japan is the DS and the Wii (PSP is gaining some steam, though). The PS3 isn't on the radar in Japan as it is about as unpopular as the Xbox 360.
