Considering that we cannot rule out that this joke was motivated by real biases against black people I'd say the safe thing to do is to put him on desk duty indefinitely.
Sucks for him if it was just an innocent joke but I would not want to take the risk if it wasn't.
If you demand respect or gratitude for your volunteer work, you're doing volunteering wrong.
