Yeah, depending on what you go by, it can get higher than that. Most developers would get a good laugh at people saving their unfinished work. I'm sure there's a few diamonds in the rough though. Games that really should have been released, and are a delight to play. 

P.S. What about Saturn emulators? 

To my knowledge, Saturn emulation is much more limited, because it was only very recently when the Saturn was even cracked. In any case, here's a beta version of Fighting Force, which ended up being released on the PS1 instead:
