In late August 2017, Osteen faced widespread criticism for Lakewood Church not housing evacuees at the start of the floods that followed Hurricane Harvey.[46][47][48][49] In response, a spokesperson for Lakewood Church, Don Iloff, said the property was inaccessible because of surrounding floodwaters and the building itself had been flooded,[50] and announced that they would open the doors once city-run shelters were at capacity.[51] He explained that, "It’s not our unwillingness, it’s just practicality. It’s been a safety issue for us". [52]Iloff also claimed that "We were never closed".[53] Lakewood Church opened to evacuees on August 29.[54]
