They'll never be a huge nuclear power, their capacity is nowhere near what China, Russia and the United States are.

True, but the point remains that stopping him now before he gets nukes will be far less taxing on lives than waiting for him to abtain long range missile capabilities and nuclear weapons. He is firing missiles around Japan, and has repeatedly disregarded the UN when being told he is not allowed to test or abtain nukes. And believe me, it isn't like he isn't threatening everyone with missiles already.
