Ever since the surrender of the Japanese army in WWII, the nation was forced to ratify article 9 in their constitution which renounces their soveriegn right to wage war. Japan's national defense is in US interest to prevent Pearl Harbor and I doubt Japan can handle this any better ...
I'd personally prefer to keep US military bases in Japan if it means China keeping it's fangs off of it's neighbors ... (Chinese expansionism is a real thing since their trying so hard to take over the South China Seas, Taiwan, Senkaku Islands and maybe even both of Korea.)
