Essentially you are not getting the clarity that real 4k is bringing to the table. It's Pseudo or "fake" 4k.
The difference depends on the scene, resolution and other effects being employed of course.
And it also depends on your display and how far you sit from it.
If you are running at only 30-40" at 4k, then you are likely not going to be able to tell the difference.

The difference between the Xbox One and Xbox 360 is significantly larger than the Xbox One X and Playstation 4 Pro.

I think you might be confused, Texture resolution is independent of the output resolution.
4k textures (4096x4096) were in some Xbox 360 and Playstation 3 games, heck I wouldn't even be surprised if some games used 8k textures thanks to the benefits that Virtual Texturing brang.

The Xbox one X being the ideal console for Multiplatform games outside of the PC was always going to be a given once we knew what Hardware it had under the hood.

A "gtx 180" doesn't exist. But I assume you meant Geforce 1080? Well. The Geforce 1080 is more powerful than the Xbox One X. And can actually run the game at 4k, with all the details dialed up, the Xbox One X cannot.
Fact is, the Xbox One X's performance is more inline with a Geforce 1060/Radeon RX 580 than a Geforce 1080, only so much you can pull off with that kind of graphics performance.

Yet. If Horizon Zero Dawn and Uncharted 4 were ported to the Xbox One X, they could have a significant visual upgrade.
In general though, exclusives do tend to push past multiplatforms visualls. (Although, there are exceptions to the rule, like StarWars: Battlefront.)

Hard to say, raw numbers say "yes". But there is more to it than that.
We would need more games being compared to know by how much... As that is the best example to go by.
