While the PS1's library was judged at the time to be better than the N64's by the mass market because the PS1 had eight times as many games, the N64 has steadily gotten more popular because its best games are on par with (or even better than) the PS1's best games. My favourite games are JRPGs, and fighting games, and the PS1 definitely has the N64 beat in those departments.
