Why do indies suck at making characters/mascots?

As someone who loved Persona 5 and has the Take your Heart Edition. Persona 5 has a shit story and some of the least memorable characters in the the series. So it's funny to see a post like this.

Least memorable characters? I can remember them very clearly.
