Splatoon 3 can take bigger risks in terms of changing things, but right now IMO it would not have been appropriate.

In general I think sequels to competetive online-centric games are more difficult, because the more you change the higher the odds are you are upsetting the balance of what people liked about the game in the first place. When I play basketball, I don't want to show up to the gym finding out the rules have changed, and now you can take 4 steps instead of 2 and the there's a 8 point shot or something. 

I think it was mostly because they did not have much time to make the game.
Splatoon 3 should have both the budget and time, as well as the fanbase to support a more ambitious title.
