Nintendo could clean this up with one change. All Amiibo from a franchise can unlock all the locked content in their games. Because why not. People buy these things regardless of the DLC that they lock out. So sales wouldn't really decrease because the Samus made for Smash years ago can unlock all the content for Returns.
