I have a few Phanteks 140mm fans in my PC and they perform decently. They've replaced the already quite good ones preinstalled with my case (Define R5) and temperatures are down a couple of degrees or more at load. I got a pack of three of two SP and one XP from Ebay for under £6, which is pretty much a steal. They were OEM ones mind..
Noctua are good, but I wouldn't put those brown fans anywhere near my PC lol. The grey ones are okay though.
