Relief to you, not to others, and gaming discussion stalled. That's the point.  Of course lots of people hated the threads, many others loved them.  Curbing creation of threads in a forum is stupid, with the exception of duplicate topics.

No, the point was that the forum was flooded with NX discussion threads, and that needed to stop to allow other kind of discussions to appear.

If people wanted to talk about NX, then there were already a couple of official and semi official threads that some users tried to keep up to date where people could do that, but there are some users that refuse to join an already existing thread because, for some reason, they seem to believe that if they make a thread about a certain topic, it will be better. That behavior needed to be adressed, and this was the least bad way of doing so.

Besides, it's not the first time a certain kind of topic has been banned. There was a time where elimination threads (Top 50 Nintendo/Sony/Sega/whatever games, Top 50 movies, songs, and a long etc.) were all over the place, until the mods decided that enough was enough and banned them, only allowing their creation under mod approval first.

Even if you don't like this kind of measures, they are needed to keed a forum in place.
