This is some really bad design on Niantic's side: Good for really active players but sucks for a lot of other players. Maybe it's better in huge cities though? I mean, I live in one of my country's biggest cities, but it's pretty small on a global scale.

If you have high lvl players, you can get by on legendary raids with 8 people. I've done it a few times already. Probably the best way is to join a group on facebook or something. Maybe there is one in your area.
