As for being ahead of Germany, I've read that the people who run German football were clueless on how to make money. I believe the Bundesliga was actively against airing their games on TV until the 1990's.

To be fair though, that seems to have done their attendances figures good. IIRC they have the highest average attendance figures of any football league in the world.

Yes, the Bundesliga is even 2nd among all sports leagues in the world for average attendance (after the NFL).
