It's a bit too early to plan, even more build, a new PC for a game that still has no release date. Right now, the best options would be an Intel 7600/7700 CPU (K model if you're going to overclock) plus a GTX 1080/Vega64 GPU.
But by the time the game launches, Intel could have launched its new CPUs, and you could get the allegedly cheaper i3-8300, which could be as good as the 7600/7700, or the 8600/8700, that will be faster and with more cores. And Nvidia could also have launched its newer cards, meaning again more performance for yout money of the same results for less.
Just wait until you know when the game launches to start making plans.
