Doping rules are both enforced in a bigot way and eluded in a ridiculously easy way. Drugs that don't help physical performance, but possibly and not surely only the athlete's psyche, like cannabis, shouldn't be banned. Some respiratory stimulants should be allowed under control, not always to give an advantage, but, under strict medical control and declaring their use, in cases when the athlete could suffer a disadvantage if not using them, for example after some recent illness healed, but that is still leaving them with short breath.
Steroids should be banned, unless strictly necessary for some therapy in which they cannot be replaced.
In any case no penalty should be inflicted if the athletes were in good faith or if there are strong doubts about their bad faith, if they were forced (in that case the ban should be inflicted to anybody that forced them), and in every case in which the samples weren't treated and guarded with the maximum care, as although many athletes were guilty, there have been too many of them that were innocent and were framed, and striking the innocent to catch the culprit is inacceptable.
