The person I quoted used exsamples of games with more complex graphics and texture work as his argument.

Nioh,Nier,Witcher3,HZD,Doom,Uncharted,... all have more demanding graphics, and run higher resolutions.

My point was, even if they could do "better" a totally differnt looking game wouldnt be a DQ game.

And like I said, the differnt in the Digitalfoundry video between 900p & 1728c is kinda small (atleast it looked that way to me).

Its the artstyle, it doesnt really allow for drastically noticable differnces from just scaleing the resolution up abit.

If its 900p or 1080p in this game is a big meh.

But that's a fallacy, they never said anything about DQ looking like HZD or Doom, they just said that better looking games with objectively more sophisticated and complex graphics have better resolution outputs. They said nothing about how DQ11 should look like the Witcher. Also, the original comment was critiquing Japanese devs. They were putting Nier, Ni-oh and DQ11 on the same league, and criticizing those devs.

The difference isn't small which DigitalFoundry themselves pointed out. I watched the video fullscreened with different resolutions and it looked quite big to me. From my understanding if you're watching the video at 1080p, you can't tell the difference well because the video is converting down. Youtube videos aren't a good indication but you could at least upscale the resolution of the video which should make a difference in quality even if you don't have a display above 1080p. That's just from my understanding though. 

Anyways how big of a difference you think it makes is just an opinion, when really the point is that the optimization is worse.
