I don't know how many One games they've released before this, but yeah, they must have sold well enough to justify it.

The series in generaly isn't all that big of a seller really, If we look at VGC estimates for Dynasty Warriors 8: Empires it has PS4 at 200k and X1 at 70k, if the ratio is something like that there is plenty of money for them to make on Xbox for how easy it would port over.
